Casinos and Gambling in Poland
The Polish gambling industry is regulated by the Gambling Act, which was adopted in 2009. This establishes strict standards and rules for the operation of online casinos and land-based establishments in Poland. The requirements in the country are stricter than in other EU countries.
Licence and Regulation of the Gambling Industry in Poland
All gambling activities, including online betting, are considered legal. The official supervisory authority in this segment is Poland’s Ministry of Finance. Until 2009, the gambling industry in Poland consisted of several land-based establishments. Online casinos became legal after amendments to the law were introduced in 2014.
The government has transferred control over the work of all operators in the country to Totalizator Sportowy. International firms must obtain a licence from Poland’s Ministry of Finance to operate in the nation.
The Treasury is expected to benefit significantly from these legal amendments. In addition, there is an ongoing battle against unlicensed casinos in Poland. They are actively blocked and blacklisted by the regulator.
Licences for Polish Online Casinos
On the basis of the main Gambling Law, the regulator has issued a number of regulations which affect the following aspects of online casino activity:
- the order and volume of data archiving;
- list of documents for obtaining a licence;
- records of the size of winnings and payments to players;
- conditions of financial support for gambling activities;
- the flow of the games;
- the procedure for preparing and transmitting data for personal, mass, and industrial communication.
Games that don’t have random elements are not regulated by the supervisory authority.
Licensed Casinos in Poland
The legislation authorized two types of gambling entertainment options: lotteries and bets. The only legal provider is Totalizator Sportowy, which controls the gambling industry.
Unlicensed online casinos are actively blocked. When a Polish casino is blacklisted by the regulator, it is obliged to post information about this on the website.
The blocked casino has 30 days to appeal from the moment it is blacklisted. The regulator is obliged to inform the gambling club of its decision when blacklisting an illegal site. For violation of the law, there is a fine of up to €58,000. In 2020, the regulator blocked 12,194 domains.
Criteria for Choosing Honest Online Casinos in Poland
All important criteria for choosing a casino should be considered when compiling a list of the best online casinos for Polish players. Experts from Casino Zeus considered the following points:
- Licences from Poland’s Ministry of Finance, the European regulator (MGA and Curaçao Gambling), Kahnawake Gambling Commission, or other reputable organizations.
- A profitable bonus system. No deposit bonuses, free spins, and deposit rewards were considered. The wagering conditions were carefully studied. All promotions and loyalty programs were taken into account.
- Verification is quite simple and accessible. The speed of document verification was evaluated. Gamblers cannot play online slot machines in Poland for money without first submitting a passport. Licensed establishments strictly comply with the law, not allowing minors to play.
- Quick payouts. Online casinos must promptly process applications. Our experts studied the limits and rules for cash-outs.
- Good reviews. Safe casinos have more positive reviews.
- Licensed software. This is issued by providers who regularly maintain slot machines in Polish casinos, monitor their development, and deal with bugs and system errors. All bets are recorded by the provider.
- A wide range of entertainment: roulette, slots, card games, and live casino.
- The opportunity to play at online casinos in Poland using zloty: accepting bets in this currency and paying out in it.
- User-friendly interface: attractive web design and easy navigation. The website and mobile applications are studied to determine whether the casino is honest.
Clubs that meet all the criteria can be trusted. They have earned good reputations and seek to maintain them. These clubs allow players to use zloty. They constantly expand the range of gambling software they offer and frequently introduce new payment methods.
What Kind of Gambling is Allowed in Poland?
When this review was written (in 2025), four types of entertainment options were permitted: slot machines, betting on sporting events, cards, and casino games. The latter include bingo, lotteries, dice, and roulette.
Poker is available in centralized tournaments that are held in licensed gambling establishments. After amendments to the law were introduced in 2017, it became possible to develop virtual versions of card games. Thus, players can compete with each other. Some international online casinos in Poland may offer poker; however, the game will have a prize limit of €500.
Popular Slot Machines in Online Casinos for Polish Players
Online casinos offer many types of entertainment options. Users choose the type of game based on their preferences, but most players have similar tastes. Let’s analyze the most popular slots:
- Slots attract players with simple rules, a variety of plots, and a wide selection of titles. Modern slot machines provide games for real money with bonus or free games in demo mode. Additionally, players can apply free spins and multipliers. Decent casinos provide bonus money for registration, which can also be spent on slots.
- Roulette is still a popular form of entertainment. Polish casinos that have international licences offer various types of roulette: American, European, French, double-zero roulette, or no-zero roulette.
- Cards: blackjack, poker, Hold’em, and baccarat. Online casinos supply numerous variations of emulators that differ in terms of their betting limits, bonuses, and design.
- Live casinos are only gaining in terms of popularity as they provide the opportunity to play in a real establishment without leaving the house. Bets are accepted immediately. A Live casino will offer cards, tables, and game shows.
The legislation prohibits gamblers from playing online slot machines for real money in Poland. Players place bets using sites that have international licences. Thus, they must independently look for a casino with good returns.

How to Play Using Zloty (PLN)?
When choosing a betting platform, players need to check the list of currencies supported by online casinos in Poland. If Polish zloty is not on the list, the player needs to pay for currency conversion when depositing and withdrawing funds. Doing this is unprofitable.
To play using the national currency, a user must:
- Select it from the list when registering.
- Complete their profile by entering their personal data.
- Confirm their e-mail address and phone number.
- Confirm their identity by providing the appropriate documents. Without verification, the online casino may limit the withdrawal of winnings.
- Get a no-deposit bonus at Polish casinos if it is offered at registration.
- Open the Cashier section, select the appropriate payment system, and deposit funds to the account.
After that, players can place bets in Polish zloty and win real money.
Responsible Gaming
The regulator actively blocks gaming sites that do not comply with the legal requirements. Casinos seek to comply with the rules of gambling, including adhering to responsible gaming policies.
Clubs warn players of the risks and consequences of Ludomania. There is usually a whole section dedicated to this on Polish casino websites. These pages contain tips on how to place bets wisely. Some casinos create a list of questions that help the player solve the problem independently.
Responsible gaming includes:
- setting limits on the amount of money the player can spend on gambling;
- time limits for gaming sessions;
- enforcing a break after a big loss — players can’t win back immediately;
- games can be made available for free in demo mode. No loans or credit are permitted;
- gamers should never play while under the influence of alcohol.
Some gambling establishments post contact details for organizations that help in the fight against Ludomania. If a player starts to notice signs of this disorder, they should consult one of these organizations.

The Best Land-Based Casinos in Poland
The first casino in the country was opened on the shoreline of the Baltic Sea in Sopot. Visitors could play baccarat and roulette. There were strict age restrictions: only players over the age of 21 were accepted. During the Second World War, the building was destroyed.
Nowadays, the number of land-based establishments is limited by law. A city with a population of less than 250,000 people can have only one gambling establishment. Slot machine halls (between 3 and 50 slot machines) are permitted.
According to the World Casino Directory, the number of licensed gambling establishments in Poland has not changed. There are nine operating casinos:
- Cristal Casino is located in Sopot in the building of the five-star Hotel Grand Sopot.
- Marriott Hotel & Casino Warsaw. The halls offer 70 slots and 27 gambling tables. The casino doesn’t provide slots.
- Olympic Casino Sunrise is located in the Hilton Hotel in Warsaw. This offers more than 30 slots.
- Casinos Poland Wrocław in Wroclaw. This is located in the Double Tree Hilton Hotel.
- Casinos Poland Gdynia in Gdynia. There are 30 slots in the hall, six tables with blackjack and roulette, and three poker tables.
- Casinos Poland Poznan in Poznan is located in the four-star IBB Andresia Hotel. The casino provides nine tables, poker, and 50 slots.
- The Hotel Plock & Casino in Plock. The casino is located on the territory of the hotel and offers video slots, blackjack, and various types of poker.
- Casino at the Hotel Dwór Kościuszko in Krakow. It is located next to Kosciuszko Park.
- Neptune Orbis Hotel & Casino. It is located in Szczecin. The casino provides slot machines, video poker, and five gambling tables.
Due to the strict legal requirements, international companies are in no hurry to purchase a licence. The high tax burden stimulates the development of the grey market, especially in the betting sector.
Despite this, the income of the gambling industry is growing, while the unlicensed establishments are generating less money. Most of the gambling establishments are located in luxury hotels and are intended for tourists and visitors to the country. Ordinary Polish players prefer no-deposit online casinos. They use offshore companies with international licences for this purpose.
